For example, in March, China provided a remote-sens

terrain characteristics of the flooded area, which greatly assisted the country’s evacuation efforts.

China has launched 17 Fengyun series meteorological satellites, of which seven are currently operational.

The World Meteorological Organization has included China’s Fengyun se

ries of meteorological satellites as a major element of its global Earth observation system.

Liu’s article was published in Qiushi Journal, a flagship m

magazine of the Communist Party of China Central Committee. He said more efforts a

re needed to implement the proactive fiscal policy and boost efficiency this year.

Preventing and defusing local governments’ hidden debt risks is key to controlling major risks, he said.

Innovative financial tools will be introduced for debt swaps, and the indebted comp

anies will be allowed to choose the same way, under guidance from the local governments, Liu Shangxi, hea

d of the Chinese Academy of Fiscal Sciences, the Ministry of Finance’s think tank, told China Daily.

“The total amount of hidden debt waiting to be swapped has not yet been calculated, as this

round of debt swaps will not involve the government’s administrative orders, but depends on the ma

rket’s appetite based on the evaluation of the potential default risks and the companies’ solvency,” he said.

Intensified law enforcement also benefits overseas ent

than 6,000 cases of infringing on rights of trademark registrants from overseas, with a t

An agreement to support young scholars’ research into the Silk Road was signed between China and UNESCO during a ses

Under the agreement, an international academic program will be launched with funding of $1 mill

Hosted by the Ministry of Education and UNESCO, the session – entitled “Safeguardin

Hospital head removed after 5 infants diern Medical Univers

Investigators criticize lax management, failure to control enterovirus outbreak

Liu Ruilin, Party secretary and president of Shunde Hospital of Southern Medical University, has been

removed from his positions after five babies died and 14 fell ill during an enterovirus outbreak at the hospital.

The five newborns who died had other underlying diseases, such as pneumonia, before c

ontracting the virus, according to a statement from the Guangdong Health Commission on Saturday.

Thirteen of the sick babies have been discharged from the hospital, w

hile the other one continues to be treated and is in a stable condition, the commission said.

An investigation determined that the case became serious because

of the combination of the intestinal virus with lax hospital management.

The danger here lies in the fact that excessively low

growth targets, based on excessively low estimates of potential growth, lead to lower actual growth. Fo

r an economy the size of China’s, a difference of even 1 percentage point has a huge impact on welfare.

Many economists would counter that a conservative growth target is useful-or even necessary-to create space for struct

ural adjustment. But this claim is unconvincing. Reducing China’s excessive reliance on investment in real es

tate-one of the economy’s most serious structural problems-does not necessarily require a reduction in FAI gro

wth, let alone GDP growth. Nor is slower GDP growth a prerequisite for improving financial stability.

China must pursue as high a growth rate as possible

In my view, because no one is sure what exactly China’s potential growth rate is, the best strategy is to try to achieve as high a g

rowth rate as possible, so long as it doesn’t worsen inflation and hinder structural adjustment.

Sourabh Gupta, resident senior fellow at the Washingto

ton-based Institute for China-American Studies, specifically praised the new Foreign Investm

ent Law-passed in March by China’s national legislature and effective in 2020-which he said is “a far

sighted piece of legislation” that “will firmly usher in a new round of reform and opening-up”.

“Strong measures to deal with political, regulatory and administrative noncompliance are envisaged. A robust wor

king mechanism to promptly address foreign businesses’ complaints is also envisaged,” said Gupta, who believes the p

rovisions are a big step in assuring foreign businesses that the playing field is leveled in China.

“It is the predictability, transparency and nondiscrimination bent of the law which, in my view, will lead to a significant inw

ard flow of foreign capital in key services and advanced manufacturing sectors,” he said.

EU gives PM May ‘flexible’ Brexit recess to Oct 31

European Union leaders gave Theresa May a new Brexit deadline of Oct 31, four months longer than the p

rime minister asked for, in a move the EU summit chair said would let Britain resolve its domestic deadlock on the issue.

“EU27/UK have agreed a flexible extension until 31 October,” European Council Pres

ident Donald Tusk tweeted after eight hours of talks that went into the early hours of Thursday.

“This means (an) additional six months for the UK to find the best

possible solution,” Tusk added on the eve of what would otherwise have been the day Britain

crashed out of the bloc with no deal to smooth the departure for businesses and citizens.

Britain, he stressed, could still leave earlier if May secures parlia

mentary backing for her Brexit treaty, or it could amend what it wants from a future trade pact. “Until t

he end of this period, the UK will also have the possibility to… cancel Brexit altogether,” Tusk added.

The agreement gives May more than the three months to June 30 that she asked for to bui

ld a parliamentary majority behind the withdrawal treaty she negotiated with the EU last year.

In 2018, bilateral trade reached a historical high, surpa

ssing $682 billion, and it is only natural that the two sides should seek to consolidate their trade and economic cooperation since it provides a solid foundati

on for strengthening their overall relationship, and they have everything to gain from building on the current g

ood momentum in their relations and docking their respective development strategies.

At the 21st China-EU Leaders’ Meeting in Brussels on Tuesday, Premier Li Keqiang is expected to underscore China’s resolve to deepen st

rategic mutual trust and cooperation with the EU, including on the Belt and Road Initiative that China has prop

osed as a means for improving global connectivity and shared development.

This year, Italy and Luxembourg signed memorandums of under

standing with China to jointly advance the construction of the Belt and Road, bringing to 22 the total num

ber of European countries that have signed cooperative agreements with China on the initiative.

It is not all hunky-dory of course, as two major powers, the two sides do differ on some issues, a

nd there are some disputes between them. However, their common interests far outweigh their differences.

Instead of solely emphasizing high yields, the Green Su

Super Rice project is geared to guarantee stable yields while beefing up crops’ resistance against drought, flooding and diseases,” Li said.

“Thus, farmers are able to save a large amount of resources, such as fertilizers or irrigation water, to fight those issues,” he added.

The sustainability of the approach is welcomed by Philippine agricultural researchers and farmers, according to Jose

Yorobe, a consultant with the International Rice Research Institute in the Philippines. He attended a meeting in Beij

ing on Tuesday, along with dozens of representatives from participant countries, that marked the project’s conclusion.

“Because of climate change and population growth, developing countries are now pressured to increase rice prod

uctivity,” he said. “Some high-yield modern varieties are still vulnerable to inclement weather, pests and disease.”

April 1 is a special day for fans of Leslie Cheung. This yea

arks the 16th anniversary of the death of the singer and actor due to depression.

“I am who I am, a different colored sparkle. I love myself, just like the blooming rose wa

iting to flourish even in the desert,” Leslie Cheung sang in one of his musical masterpieces I. He is consi

dered “one of the founding fathers of Cantopop” for achieving huge success both in film and music.

Starting his career as a singer in 1977, Cheung rose to fame six

years later thanks to the song The Wind Blows On. He has released many popular albums and r

eceived numerous music awards, including being honored as Asia’s Biggest Superstar at the 2000 CCTV-MTV Music Honors.

However, there’s much more to him, beyond his superior musical accomplishments. In the late 1980s, he shifted

his career focus to the movie industry and shaped many classic roles that no one can rival, even to this day.

Some have said you might not really know Leslie Cheung’s music, but you’ve probably seen at least one or two of his sentimental films.

“He is a top Asian giant, has exciting stage performances, astonishing beauty and excellent acting skills,” a CNN report once said about him.
